Adaptive Reuse for Student Housing at 5150 PCH


Burnham Development is proud to announce the successful entitlement of a major adaptive reuse project at 5150 PCH, transforming a 1982 office building into a student housing community.


This 7-story building encompasses 120,000 square feet of living space, featuring 149 suites designed to accommodate 593 beds. Beyond the residential units, the project includes 22,000 square feet of amenities, including a pavilion, BBQ areas, landscaped lounges, and a wading pool.


Securing this project’s approval required over two years of dedicated effort and technical expertise. Burnham Development navigated a complex, five-part entitlement process that included a General Plan Amendment, Zone Change, Conditional Use Permit for a special group residence, Site Plan Review, and the preparation of a Supplemental EIR.


Our team also successfully addressed potential neighborhood opposition. By providing comprehensive impact studies, we demonstrated that the proposed student housing would actually result in lower parking and traffic impacts than the building's previous office use, ensuring the project can operate without any significant impacts to the neighborhood.
