Revitalizing the Anaheim Corridor: 161 Units Approved in Long Beach.

We are proud to announce that Burnham Development has secured entitlements for a new mixed-use development at 400 E. Anaheim St. in the Cambodia Town neighborhood.

This project is a major step forward for the Anaheim Street corridor, transforming an underutilized site into a vibrant, 7-story community. However, unlocking the site’s full potential meant overcoming a specific regulatory hurdle: the existing zoning did not match the density envisioned by the General Plan.

To bridge this gap and align the project with the City's broader housing goals, we were able to use a combination of state and local laws to achieve the desired density for the site:

SB 330 Implementation: SB 330 allowed us to apply the Downtown Plan (PD-30) standards, which provided better compatibility with the site’s General Plan Designation.

Enhanced Density Bonus: By using the Enhanced Density Bonus, we were able to propose moderate income affordable housing, and use regulatory concessions to address some constraints with the PD-30 development standards and General Plan limits, including providing two additional stories of height

As a result, the site will be developed with 161 total units, including 38 units dedicated to moderate-income households. This moderate income housing is essential for keeping the neighborhood diverse and accessible.
